I need a reliable host which fulfills the following criteria:

Domain registration services .
Around $4 per month for a 50 MB plan with php and mysql support.

Hostinginsiders seems to be ok pricewise, but i also need a domain registration service with whois protection ,. I have gone though the options in Godady and namecheap, but their hosting options donot fit my budget. So i am looking for a host which will provide both domain with whois protection and also hosting in my budget. Thanks.

You can register your domain with godaddy or namecheap and then get hosting elsewhere. There is absolutly no reason to get domains and hosting in one place. In fact, it's better if you don't.

Get your domain with whois protection from godaddy, then get hosting from somewhere else. This is the best way to do it.
