Looking for suggestions on the best quality and valued China Web Hosting Services to use.

Mainland, like Beijing, etc is preffered. Hong Kong would be a 2nd choice.

Why must you use a Chinese webhost? I can probably find a few for you, but to be frank, I really don't trust whether they are reliable or not. I know for a fact that the servers here are generally edgy at best, so I would recommend looking abroad for hosting options. I know that www.sina.com does offer hosting...would they suit your needs?

i have not ever heard that sina have offered any free host now

No, Sina doesn't offer free hosting, but they do have paid hosting plans.
