Here is my criteria.

I'm moving from the UK to Spain and my main need is for an email address I am fed up of changing from one ISP to another so I want my own email address lets say:

www.mysurname.co.uk

email address will be:

ian@mysurname.co.uk

etc...

I may set up a business, so I could use the web site, but would need one more connected to the business.

Do you have any recommendations for companies that will host and have web email and I can also download onto Outlook.

Also not too expensive and NO ads what so ever!!

You can buy your own domain name and have the email set up. You can then check that email via the web (such as http://www.mail.myname.com), or have it forwarded to your present email, or have your email program download it.

You get the domain, 1 POP3 box and fully featured hosting (no ads) for £13.99/year (+VAT?). I've been using them for a charity site I work on and it's been excellent. http://www.hamiltoncitizensadvicebureau.org.uk if you want to test speed etc.
