I don't see why you need CGI and SSI when you can use PHP and MySQL. The two combined can do anything that a CGI script with a flat-file database can do, with improved efficiency too. In addition, PHP's include() function is an adequate substitute for SSI, in my opinion. Once you eliminate the CGI and SSI requirements, your free hosting options will broaden.
Also, you might want to know that JavaScript is a client-side scripting language, meaning that support for your scripts actually depends on the browser, not the server.
