Do you know what static IP is and the use of it for a hosting server?

Simply put, a static IP is an IP that does not change. It is used to identify a computer. IP's are needed so that dns will work properly, so that domains when requested will go to the right server. There are a number of other reasons why servers need a static IP address. If you have specific questions, I'm sure someone will have an answer for you.

As tuffy said, static IPs don't change. Generally all hosts have static IPs. Most internet users have a dynamic IP (every time you reconnect it changes). Usually the choice when it comes to hosting, though is shared or dedicated IPs.

If your host is offering a dedicated IP (they may have labelled it as a static IP) this is mostly used for SSL. There is really no other need for one, as sharing an IP with other users doesn't do your site any harm.
