Simply put, a static IP is an IP that does not change. It is used to identify a computer. IP's are needed so that dns will work properly, so that domains when requested will go to the right server. There are a number of other reasons why servers need a static IP address. If you have specific questions, I'm sure someone will have an answer for you.
