Digitalrice hasn't been accepting sign-ups for quite a while already. Their features were always pretty good, as they offered PHP, CGI, and ASP without ads. The 5 MB isn't too impressive, but it would be enough for most message boards and a small site. However, their biggest nemesis was their unreliability. They went down for a few months at one time, and they haven't allowed sign-ups since (though they did start a "waiting list"). Their server speeds were unimpressive, and that has ruined their reputation.

However, by offering a paid option and asking for donations, they should be able to survive considering that they're limiting the sign-ups and offering only 5 MB, only a tiny sliver of space considering their server.
