Most free webhosting providers that do allow "cgi-bin's" don't allow e-mail to be sent using perl because of the spam risks.

R U dead set on free web hosting? I don't know what kind of site you are planning but if you know your site will grow or increase in complexity, you might want to consider a paid web host. There are some really cheap ones out there and because web hosting in general is so competitive, hosting plans come with a ton of extras so you don't have to worry about resources. So issues like cgi-bin, scripts, databases, and emails won't be a problem. Just my 2 cents...good luck with your hosting search.
