If you are enquiring about getting a webhost for a proxy service, you will need something at least semi-dedicated or a VPS. Needless to say, a dedicated server is always the best.
About your proxy site, how established is it? What sort of traffic does it see? How much space are you using currently? What is your estimated budget? If your site is fairly established, its more than likely you want at least a VPS plan to have enough server resources available. You may even get away with shared hosting with some hosts, it depends on how overloaded the servers might be, but i have seen lots of proxy sites run on shared no problem, the servers just aren't watered down with hundreds of accounts.
