What do you want in a free host?

Hello everyone. I am developing IsMyWebsite as a partnership with EvenHosting and am trying to get some input. Firstly some ideas I have:
Your account starts as a Noob account. After 3 weeks of activity and a good site built up, you are advanced to a Basic account. From there you can advance to an Advanced account, and finally a lucky few should make it to a Pro account. At every stage your site will be reviewed by experienced volunteers. Using this approach, I can give more system resources to those deserving of it, and help weed out the less deserving sites.
My second idea was to allow individuals to have almost full control over the placement and colouring of their ads. I realize this has a lot of potential for abuse, so anyone deliberately hiding or inappropriately displaying ads will be shut down the moment it is noticed without warning.
Other features I was planning:
• Sub domain(yoursite.ismywebsite.com)
• PHP support(limited in Noob account)
• HTML editor
• File Upload
• FTP(for Basic, Advanced, and Pro accounts)
• Auto-forwarder Email Address(yoursite@ismywebsite.com)
• MySQL support
• Noob 10MB storage space, Basic 100 MB, Advanced 1000 MB, Pro 10000 MB
• Noob 100 MB monthly transfer, Basic 1 GB, Advanced 10 GB, 100 GB Pro
• Forum for webmasters
• Link Exchange Program
• Custom Error Page(after Noob)
• Statistical Analysis
Is there anything I should add? Any thoughts?

I think it's an excellent idea, and I would happily sign-up and place your ad on my site in return for those features.
You are correct, there is room for abuse. However, if you are reviewing the sites, this won't be a problem as such.
Thoughts:
I'd also like to know the ideas behind the MySQL / Storage space. Are they combined? Or is it like 10Mb storage for database and 10Mb for physical. My site is currently run under WordPress, so the database will eventually get pretty big.

I'm checking up on PHPmyAdmin and I'll get back to you whether it's possible or will have to come later.
They'll probably be combined. But it's easy to go from Noob to Basic and get more space. Aldso I changed the storage a little:
Storage/Monthly Transfer
Noob: 10MB/100MB
Basic: 500MB/5GB
Advanced: 25GB/250GB
Pro: 125GB/1250GB

What's the current downtime/uptime (and please don't lie and say it's 99.9%) of the servers that you will be hosting the accounts on?
What are the add types? (banner, text link, google ads?)
I like how you've done it though. You're obviously taking advantage of your customers (free as it be), by using their hits to generate you revenue. Especially the Pro account, that will certainly get many hits (being pro will be difficult and based on average hits and content/design right?). I haven't seen any other host do that. Congratulations.
My current host is improving itself, so depending on what it's like when your site launches, and how my site is doing, I may well make the switch

Evenhosting boasts 99.9% uptime on their flash intro, and I have been offered the same servers used by paid hosting clients.
I hope to offer a choice, same as colours and placement is customizable so will the type of ads be. I'm thinking Google AdSense at the moment, however I eventually hope to get my own ad service set up.
Pro accounts will be very hard to get, only the top few sites will end up with them. You have to use the service for over 3 years and have a very popular site.

I'm liking the sound of it. If my host isn't any better by March, then I will make the switch.

I don't really get the whole concept. Is the idea to give the user free hosting, the level of which is dependent on how good a site the user has built?
And how do both you and the user make money? Revenue sharing?

What I understand is that you get the following upgrade for: - Content quality
- Website design / usability / functionality
- Unique visitors
As these increase, you get the better package when your site is reviewed (this is what I am guessing).

First you have two options. #1, you can do manual registration and start as Noob, or #2 you can submit a proposal of what you plan to do with your site and when you plan to have it done to get a Basic account.
If you choose a Noob account your account will be reviewed in 3 weeks after you have a rather small amount of traffic(like 25 unique visitors) and you can then advance to Basic.
Advancing to an Advanced account then requires 3 months and even higher stats. Your site needs to be somewhat popular and have plent yof visitors. Pro accounts are very difficult to get, requiring 3 years of having a site and tons of popularity.

For the start I will. Then I can get volunteers on board to help with it later and maybe even pay a small amount per review. Mostly it's to make sure that the site is displaying it's ads, is usable, is promising, and could conceivably get the amount of traffic it portrays. For Pro it gets a little tougher, and I would try to get as many opinions as I can. But not many sites would make it that far.

No POP UPs or POP unders would be a nice feature. Its too often that they just cant limit themselves to just ads. Google Ads or other sponsor links should be enough to cover costs if you are marketing right and have enough traffic.
Of course there is always that well known fact... "it takes money to make money!"

FreelanceITs: I can assure you no pup-ups or pop-unders. I absolutely hate those and wont go on any site with them unless I have to. Google Adsense and banners are the way to go!
Jeyce: When finished, the site will give away free domains (yourname.ismywebsite.com) and give you the ability to build a site there.
