I have found recently some guys that offer a custom plan builder
so you may try it , set your own preferences and I am sure you will get a fare price under your budget.

if you only going to to host phpld. i think your budget is very reasonnable. just go for share plan, you'll probaly need 100mb space per directory. and arround 10gb b/w amonth.
