Real-world speeds will depend on many factors - particularly peering, number of hops etc.
I would suggest that you talk to the providers you're interested in for more details, but taking Black Cat as an example:

Basically the maximum/average that you can get will depend on your budget. The limiting factor in virtually all cases will be the connectivity speed of those connecting to your server (e.g. your website visitors) rather than your maximum connection speed on the server.
Obviously if you have a lot of simultaneous visitors (e.g. downloading files) you'd benefit from having lots of bandwidth available in order to support decent speeds for all downloaders.
