That's not usually appropriate; if you just want to be able to host multiple (lots) of sites, they may not require significant resources - transfer, processing, space etc.
There are a number of cheap (read usually poor quality) providers that will give you "unlimited domains" for only a few $/month. If you want your sites to be online and be more confident that the hosting company will continue to be in business in the future etc. then I recommend that you avoid such offers.
There are reseller plans that will offer "unlimited" domains too - these are more feasible, but the same caveat applies really; it depends which control panel the host is using as to how sensible this is, and also there's the problem that some hosts "offer" more space/transfer than they're able to honour (either technically or in terms of what you can realistically use before they get upset about the amount of CPU time you've used etc.).
The bottom line is that nobody has a need for
unlimited domains (or any other type of resource). You may need to host 15 websites, and potentially expand that to 25, or 73 - but should you have a real need to host 649 sites, your last concern will be with where you can find some provider offering "unlimited" domains!
If you really don't want domains to be a restriction, a dedicated server is your only option - but you must accept that there is a limit to the number of domains that you can host on any one server (some hosts need to learn this fact too!). But, at least with a dedicated server you can buy an unlimited domains licence for your control panel software (cPanel, DirectAdmin, Plesk etc.).
However, to repeat what I said before - most people don't need a dedicated server. You should consider a VPS instead as this is much more cost effective and likely to be more in line with your actual resource needs.
In either case you need appropriate server management knowledge/experience, or a provider that will properly manage it for you to the point where you can treat it like a shared hosting server (i.e. no need to worry about server security, firewalls, anti-virus, software upgrades etc.).
