Yep. Private IP is probably the wrong term (private implies that nobody else would know it!).
I'm guessing that you're looking for an exclusive/dedicated IP (e.g. for use with an SSL certificate), in which case Matthew is correct in that any hosting provider should offer this with any hosting plan.
Be warned that the various registries (ARIN, RIPE, APNIC etc.) have rules regarding how IPs should be assigned/used which providers are supposed to follow in order to keep the "IP crisis" at bay - so it's perfectly normal to be asked "why do you need an IP" and things like SEO aren't "valid" reasons.
