Assuming that you're unable to login to your FTP space as user '99' then my recommendation would be to contact your host.
If you have a VPS with SSH access then you may be able to delete the file that way.

Or try editing the permissions with your control panel, what about through shell access (most likely not on a shared server). Other than that, as Damien mentioned, please contact your web host.
