Judging by your post, I would say that you don't have enough experience to be able to learn anything web-related in 2-3 weeks... no offense...
It's just that the more you know, the easier it is to learn. And your words show that you don't know...
Anyways... goto http://www.htmlgoodies.com and take the HTML tutorials.... then go to http://www.samspublishing.com/title/067232489X ... buy that... or if that's too much for you to handle(which it will be), try http://www.samspublishing.com/title/0672326191 ... but I don't think that will do you much good either.
Do what you can to learn. But don't expect to be a php guru in three weeks... cause it won't happen. You may insist that you're a fast learner... and may very well be... but you won't be able to learn php in three weeks.
Also... good luck finding a free host that will allow you to use SQL and PHP... I think http://www.brinkster.com might allow that... but I'm not sure. Chances are that you'll have a tough time finding one. But I'm not terribly familiar with all the free hosts out there, so I can't say for sure.
You'd probably be better off paying for hosting, in my opinion. You'd get alot more freedom when the interest is mutual.
All in all... if you're so determined to learn php, then buy a book on it... read it... and then come and ask people to clear things up. I doubt anyone would want to teach you something so complex for free anyways... I wouldn't at least. And you seem to be on the road for bargains.
