Web Hosting Offers and Requests

Hi,

I am looking for a web host with the following details:

- Costs $5 or less in a month
- Billing cycle 3 months, 2 months or 1 month
- PHP 4 or 5
- MySQL at least 1 database
- SMTP
- Atleast 250 gb bandwidth, I have very active website
- Disc space at least 500 mb
- NO setup fees or any other hidden charges!

I can only pay up to $5 a month, and I have registered a domain already for lifetime (50years) so a domain parking should be allowed or whatever it is called so I can use my current domain freely.

Any advices?

You do have to prepay for a year to get that price.

Why do you need so much bandwidth?
Are there any downloads? proxies?

I am writing own Bulletin Board software. The download is available on SourceForge, but still my website uses so much bandwidth, because of the huge traffic.
