There is no "best host", there's just the best host for you.
List some of your specific requirements and your budget, I may be able to make a few recommendations from past experience.

I need something like 20 Gb and 100 Bw with cpanel and fantastico and fast support for cheap prices ...
I was hosting with a server who doesn't put limits for space or BW by only 7 $ per month ..

Yikes, I'm sorry I can't recommend anybody worthwhile for that much per month.
I'm not surprised you experienced difficulty. You've just outlined the specification for a reasonable sized VPS solution, at the cost of a basic shared hosting account from a reputable company with excellent uptime and fast support.

Remember, cheaper is NOT always better. I've always been one to seek quality above anything else. I want to make sure that my host is ALWAYS there for me, and I can always contact them.
I don't mind paying a few extra dollars a month to ensure that I receive the sort of quality and support that I am looking for.
It's my personal experience, and recommendation that HostGator delivers everything that I need. However, I am soon getting off of that since my very own hosting business will be launching soon.
I suggest that you not try to find a 'cheap' deal. Its not always the best, and those are usually run by amatuers who don't know the first thing in running a business - let a lone a cut throat one such as web hosting.
I'm not usually one to plug my sites, but if you need any webhosting coupons, I suggest you check out the one in my signature - it'll provide you with some discounts and you can read reviews on the listed companies.
Good luck!

When I look for web hosting providers, I look for support. I go to a hosting site, and if they have Live Support online, I think to my self; one point . Then, I start talking to the live support agent about installing a weird addon, and if they say they will do it, then you have yourself a good host. If they charge you for it, then just forget about them.
Thank You,
Donny

Okay will look for quality ...
But many say they are quality while they are not ...
How can i know if they are quality web hosting sites or not ?

Ask on forums like you are right now, and also review their acceptable use policy, privacy policy and terms of service.

insane, I'd like to recommend Surpass. I've been with them a while now, I have my dedicated server there and they've been excellent. They are very affordable, have 24/7 support with a fast response time. Couldn't be happier

I wouldn't say there is a BEST host. There are qualities that characterize a good host. But each host is a little different and can provide different things. Just sit down and decide what you really need a dedicated server for, and be sure to tell the admins or company involved your entire story so they can find the best pick for you

If your looking for a cheap host AND a host that is always online you wont find it. You get what you pay for and if your looking for cheap hosts you wont get anything too good.

insanse: If you don't know anything about server administration, your best bet would be to get a managed server where the staff will take care of all the technical things for you. Also, if you're not ready to start on a dedicated server, try your hands at a VPS first.
Oh, and never go for the cheapest hosts because they probably oversell and the performance of that host will most likely be very bad.

I agree, I don't know how to manage servers so I only buy managed servers and it works quite well for me, I've had minimal downtime and if it is down for too long I get extra things

I run my own servers, but during a recent server transition I picked up a reseller account from Host Gator. They are rated pretty high for good prices and support. They have servers in The Planet in Texas. The personal plans start at $6.95

Why are you guys even bothering to mention managed servers or vps when he's stated his budget is $7/mo??
insane, you can take a look at servage.net Their plans are pretty crazy but they own a datacenter in Europe so their scale of operations is much larger. I've never used them myself and I've seen mixed reviews so you may just want to try them out and see. Other hosts that might fit your needs are Dreamhost and Hostgator. Again no personal experience and I've heard mixed reviews.

Again ... be very careful with the $7 a month hosting companies. Make sure that you have researched enough and asked enough questions and received feedback of the company and what they allow/handle for $7 ..
Reason i suggest this is because sometimes the $7/monthly come with strict CPU usage which isnt anywhere near considerable for a VBulletin board running a few hacks.
Run with a host the is * friendly to your type of site.

Depends, First of all you I would suggest to go with VPS to make sure your hosting company is going to get clients and work for you and if it grows then get a dedicated servers.
Surely, You need a website with automated billing system, support and live chats.
Try Hostgator to buy the reseller!

Of all the hosting companies that I've been with, I would say right now that PowerVPS has been the best. I've experienced no downtime at all yet, speed is fast, and technical support is always there whenever I need help with something.
