I have heard a lot lately about using offshore hosting to host your income earning sites outside the USA and make that income offshore in a place where they are not liable for taxes.

Has anyone else heard about this? Does it make sense?

Unless you get paid by your hosting company, I don't see how this is related to your taxes.
