I am running a freelancer web site . It is really new and I am trying to solve some issues before I really go online . There are near 50 programmers and 40 webmasters in the site right now . The problem is when I try to mail to members with hotmail or yahoo account the mails directly goes to spam is there a way of solving this . There can be an aggreement I have to sign or something like that ? Or do I have to change my hosting plan ?

Some mail servers block Yahoo or Hotmail because they produce so much spam. You might use an email address from a provider that is not known for spam.

As I understand it, you are trying to contact other people in your group who are serving as webmasters on your site, and their accounts are sending your mail to their spam folders. Have the group members place your email address in their address books or white lists. You should perhaps post a note to your site asking people who expect to receive mail from you to whitelist the domain you are sending from.

I have run into problems, too, sending from my ISP mailbox, but calling it "from" the address at my domain. AOL and others filter for incoming mail whose domain and the actual IP address do not match. Spammers have used this trick all too often to hide their real identity, so now I originate all my mail from the IP of my domain.

One other thing you may be able to do would be to contact Hotmail or Yahoo directly to find out what the problem is. That said, probably the quickest way to resolve the problem was previously mentioned. Have your recipients add your domain to their white lists or the equivalent.

Yahoo and hotmail both have their own blacklists along with the other normal blacklists. Contacting them should get it cleared up.
