I know WHMCS is a good tool for WHM and cPanel, but I need a solution that's free, creates the accounts to the plan, bills, paypal for me, any ideas?

I have seen the cheaper ones (like Whois Cart), but not the free. I am sure that if you find any free one, you wouldn't like it...because it would lack so many features that are really required for efficient billing & provisioning.
