Which setting in CSF/Mod Security could possibly prevent Paypal IPN from receiving notifications from Paypal?

You can block the IP address in CSF from where you are receiving notifications.

Sorry, I'm unclear.

It is being blocked since my security bolstering after DDOS, CSF was installed with high security settings, which setting would prevent Paypal IPN? Since I've done this it seems that Paypal IPN's are failing.
