If I built a web sever could I just host sites? I know I could just look this up but I didnt think my fellow self-educated webmasters would mind explaining

Simple answer yes..

Harder answer, Maybe..

It all depends on your bandwidth and server resources ( Cpu , ram etc )

For instance.

I manage a bunch of VM server platforms. ( they host a hundred or so servers inside them )

Each platform has 48gb of ram and around 50Ghz of CPU to use across all servers.
Each with Dual 1Gig uplinks to the net

So,
The answer is YES, but how fast they will be is dependent on you.

Plus you then need to think about redundant internet connections, Backups , disaster recovery etc.

Yep but only if you install appropriate software and have a fast enough Internet connection in UPLOAD speed.

Using residential broadband access, no.

Using business broadband access, yes.

Residential broadband providers block most of the ports that you would require to host sites properly, plus the upload speed would be insufficient.
