What goes into an htaccess file and do I place it in the root directory.
Is it going to have the site that I am redirecting to and that is it?

a .htaccess file affects the directory it is AND the directory tree below that directory.

So in the "root" the directives would apply to every directory in the entire website.

And what you can put in there is too much for a forum post.
