The site just seems old'ish, not very attractive and not attention grabbing.
1. Get a good logo, have someone make it or pick up a copy of photoshop or gimp and play around with the text and some filters.
2. "protects webmaster rights" doesn't look good at the top.
3. What I've learned with coders for hire websites is they take especially long to get off the ground because you need reliable coders who are willing to go out of their way for work. Just keep at it and dont get discouraged.
Everything else looks good, just remember your website is for a reason, random average users arent going to go their for joys.
