I need to insert some meta description tags into the index page of my website. But I created a template in Dreamweaver and have applied this to all of the pages in my site.

I heard that it is best to just use meta tags on just one page so that its just the one that appears in search results. The thing is, Dreamweaver only seems to let me edit the head section on the template itself, everything else on the pages is locked other than the title tag, and editable regions.

Does anyone know a way around this?

Yes, remove the editable regions or change the editable regions on the template to include the head section.

Meta description tags should be on every single page and they should be relevant to the content of the page.
