The Adobe CS3 suites come with Device Central, or on the web I've heard good things about http://www.ready.mobi/. I think that's what you're looking for.

Basically I just want to test websites to see what they look like on a handheld device. I tried that website I can't view any websites in the emulator I just get an "Unable to Create Phone" message.
