i feel you should go Joomla. it is the best cms that is out there. with a lot of plugins /components/modules for photo galleries and forums. it should definitely solve your problem.

**** that noise. Least work would be Plogger (http://www.plogger.org) integrated into Wordpress (http://www.wordpress.org).

My site (http://www.oxidephoto.ca), for instance, is a not-that-heavily modified version of Plogger, and while I'm not using Wordpress, it would be trivial to do so.

The advantages of Plogger are many: it's designed specifically to be a photo album, so you don't have to kludge some other CMS into doing it, it's easily skinnable through CSS and nothing else, it implements phpThumb (which re-sizes your photos automatically, can watermark on-the-fly, and more) and reads EXIF data automatically as well.

In short Plogger > everything else.

It really depends on the size of the site that you are looking to set up. If he just wants it to be a small site with a few to a moderate amount of photos, then you should probably just run two separate applications for the two different parts of the site.

If he doesn't know HTML, then either of the two that were said above would be great applications to work with. I would recommend Wordpress for a smaller site, because of it's light weight and footprint. If you're going to be getting more visitors, Joomla with a bridge to a forum software would be better, because Joomla is proven with a large amount of visitors.
