The limitation is not on the CPU, but on the bandwidth.
But as I see your stats, I think you are not quite clear about the bandwith denomination.
To stream to 1'000 users, at 128Kbps, you will need 1'000x12.8 Ko/s.
It's a rough approximation, but you get the idea.
This mean, that for your case, you will need approximatively 12~Mo/s connectivity.
This is an "instant" bandwidth. When I see that you write I'm more inclined to think that it's the total data transfer allowed per month.
Not the same at all.
And that's precisely why some streams have only 32 user available.
32x12.8 Ko/s= ~ 400Ko/s
Much more current and sustainable.

It's not a surprise the prices are so high for 128Kbp/s streams; unmetered bandwidth is what is the most costly on hosting.
