So, I have a site. halocemaps.net. When I am at my moms house it connects to it> BUt when I am at my dads house a few miles away. It just says connecting and says it cannot find the page
Well, since it doesn't appear that you've made any recent changes to the domain name, I think we can safely rule out propagation or other similar issues.
So we're down to a few things:
1) Your dad's ISP's DNS cache needs to be dumped or there is some other error with the DNS server.
2) Your dad has a firewall that blocks the site or the site's IP for some reason.
3) A non-default HOSTS file in Windows.
In other words, the problem is somewhere at your dad's end specifically.
