Wow... that's a pretty broad question.
Start with HTML - code by hand. Couple that with CSS to create site layouts.
Knowing it's right ? W3C validator, testing in all the major browsers.
Practice coding - you practice by doing.

Very broad question indeed. James if you're not sure where to begin you might want to grab a general book on web design and read through it to get some of the basic ideas.

Ultimately you'll learn by doing. All you need to start is a simple text editor and a browser.

W3Schools has some simple and very good intro tutorials. It's a good place to start learning.

The way I was learnt was to find some tutorials on xHTML first to get the basic tags down. Then progress into CSS tutorials. There are plenty of useful site on the web to start at.

Try HTML, CSS and maybe later on move to Dreamweaver or Frontpage...

For someone just learning, they should stay far, far away from Dreamweaver and don't EVEN think about that obsolete garbage called FrontPage.
