I want to build a site that will allow members to interact (e.g. upload pictures, music, and video). I would also like for them to be able to have a blog, create/join clubs, etc. I'm just not sure where to start. The site will be for indie singers/groups in my city.

What you need is a content management system. There are tons of them out there with a wide array of features - and prices.

I think that you should ask the people that you are making this web site what would they like to see on a web site of this type..etc

Check out Drupal. It's very easy to work with even if you're new to the whole CMS thing, and it has plenty of plugins that would probably do everything you talked about. I'd suggest you check out http://groups.drupal.org/art-music which is a whole group to discuss music related drupal sites. I do suggest you read at least a few of the basic tutorials before you get started though, so you can avoid some common mistakes.

I have tried Joomla, and it's not bad. It's easier to get started with, but it can be a bit harder to do anything advanced with it. I found community support and code quality to be a bit better with Drupal. I'd suggest you try them both out for a little bit, and decide for yourself which one you like.
