http://sontinh1.com/forum/index.php?styleid=5 at the bottom there is a link its actualy back to my own site but when you hover the link you get an animation how or what are they using for this?

They have set the background image to be different on a:hover.

They set background-image to be http://sontinh1.com/forum/images/timbay.gif

nah, just css with a background image of an animation.

Depending on the element that you're adding it you might have to add padding.
