The first thing you do is either get rid of that distracting background or put a SOLID background under your content area.
Get rid of the tables for layout.
Put a PROPER DOCTYPE on the pages
Get rid of the scroller - distracting and soooooo 1995
The general layout's not all THAT bad, just needs some updating.
