When you select the option to start a thread, it will have all the features similar to a reply post box. However, below that post box will be the option to add a poll. You must complete the new thread options and then make sure you have checked to add a poll.
When you hit submit for the thread, the next screen will be for you to add the poll. Carefully read over the options there for adding your poll. Then submit.
