I can help you on this, I have 3+ years experience in PHP, MySQL & AJAX Web Development.

You really have to be careful with find a freelancer... In fact... you have to be really careful with freelancers all together... if there is no portfolio... then don't bother... if your project is worth something and you insist on using freelancers... hire someone to audit the other persons code if you can't be sure that you trust them...

There are plenty of php freelancers... but only a fraction of them actually understand how to program...
