I use CSS for just about everything from layout to navigation.

Yeah. CSS is key. It's the layout of the site, font sizes, colours, image stuff and so much more. Without it, it's difficult to make a good website. It's one of the first things you should learn in web design.

CSS is for the style layer... there are three basic layers of technology which go into a standards compliant website...
The data layer... HTML...
The Style Layer... CSS...
and the functionality layer... JavaScript...
A website should degrade gracefully if you remove the functionality layer and or the style layer...
