Flash is the best program for flash

Adobe Flash CS3 is what I have, works well

I reccomend Macromedia Flash MX, Swish 2.0, Swish Max, and Swift3D.
Flash MX is very powerful software to create a flash animation, but you need a little bit experience of programming.

Swish is easier to use but i dont think you can do as much with swish as you can with Flash MX.

This is just my opinion. Ive always used Flash MX and combine with Swish for this time.

Flash MX is ANCIENT in terms of the technology, why would you want to use something that's 5-6 years old ???

I would say Adobe Flash CS3 aswell. It also supports ActionScript 3.0

i would say sothink swf quicker,with almost all the function that adobe flash has,it is much cheaper than that.you guys could have a try.

Well I reccomend sothink flash tools, such as sothink swf quicker, swf decompiler, swf easy. They all work well on my computer, and i think they are more easier to use than adobe flash.

If you are advanced enough, use Flash CS3. If you are not, try a program like Swish.
