You will need an http server such as Apache or IIS. IIS comes with windows depending on which version you have. Apache you can download free and install. You'll then have to install PHP, www.php.net

You will need to install PHP on your pc..
http://www.php.net/get/php-5.0.1-ins.../from/a/mirror (Windows)

and also need a webserver to run the php...

I recommend Abyss Web Server : http://www.aprelium.com/abyssws/
Free personal server..

And you can have PHP up and running on it with 5mins... All info is included in the documentation on how to confique it..

Thats the only way to test them on your own pc..

Its nothing too complex
