1024x768 is usually as low as I go. If I was making a site with a large audience, and potential for low-tech users, or was making a MySpace page, I would test at the 800x600 range also.

I don't test maximums, and instead just assume that monitors will continue to grow, so it is good to be flexible and allow for this. Instead, I make as many fonts as possible RESIZABLE (by measuring them in em's instead of px's), and optimize my layouts so that they will also look good at higher font-sizes, which may commonly be adjusted on high resolution monitors.

I generally check to see how my site will look anywhere between 800x600 and 1600x1200. The majority of visitors will probably fall somewhere in between in the moment.

But I do want visitors with larger resolutions to be able to use my sites. Chances are they will if the site looks fine at 1600x1200 so I don't test.

I'm also aware that people may view my sites at smaller resolutions, probably through a mobile device so I try to have the design still work below 800x600. At the moment I'm not doing exhaustive testing on the smaller resolutions. I check how my sites look on my phone and whenever I have the opportunity to take a look on a different mobile device I do check my site. Not quite testing though.
