I know a lot of people that just jumped into web design, thinking there's nothing to it. Really, you do need to do a fair bit of work. They're not just handing out web designing degrees!
So I suggest to you...
Go to
http://www.w3schools.com and do the tutorials on html/xhtml and css. Alternatively, do other educational things (books, e-books etc.) DO NOT RUSH THIS PROCESS. Please try to work hard and trust me, it is easy to get hold of. You will now know html and css. These are the two main things you need to know in order to create a site. Just practice, practice, practice!
Then when you know how to work html and css, try designing a site. Like ladynred says, use photoshop or something to design a site. If you can't use photoshop, you can even buy templates. Then when you have a design you like, just try to use the skills you learned and implement them.
These two steps you'll find are quite simple and easy to learn. If you really want to learn more than the basics, try learning scripting language like JavaScript, PHP, MySQL, ASP etc.) HTML and CSS may just take you a few weeks but the scripting languages may take you many months.
So get into it while knowing it takes work and perserverance.
You may think that you don't have the time or don't want to do all this, if not you can easily get someone to make you a site.
By the way, Dreamweaver is good to code a site, just use it in code view as design view add rubbish extra code.
