I'll try to be more clear with this little 'tutorial' and i'll use your sample picture as an example:
The picture you've posted contains out of 7 other pictures most likely, (all the characters + back/foreground). So we're gonne start with 7 layers:
1. Load all the pictures you want to use into photoshop
2. Make a different layer for each picture (usually will be automatically created if you drag & drop or import the specific pictures
3. Okay now you have 7 pictures and you are only able to see the top one. Use a soft erasor (erasor settings on top when you have the erasor selected). and start brushing out the parts you don't want. Make sure there stays a little space between the part you want and don't want by using a larger erasor. Also make sure that you really remove all the stuff that could be annoying (things you don't want to be shown).
4. Click the eye on the left of the layer once you are finished to make it dissapear and start with the next layer. Work all the way down till the background.
5. Postition every layer the way you want to for the nice presentation you have in mind.
Okay now we've got a collage, but it doesn't have that 'blueish' and equall tone/color your sample picture has, so let's do some basic coloring. I'll explain the easiest way, cause there are a lot of ways to achieve the same and since you're probably not very experienced we'll start off easyily
6. Merge all layers (layer options). (also can be done by individual layers, but this is faster for now)
7. Select All (CTRL-A)
8. Click: Image -> Adjustment -> Desurate.. Now the whole picture is colorless.
9. Click: Image -> Adjustment -> Variations..
10. Play with the settings here, click the color you want and you'll see the preview change from gray to the colormix you're creating. If you're not happy with the coloring afther all you'll click 'original' so you can start off clean again.
11. You can finalize the image by playing with stuff like: Image -> Hue (change color) Saturation (color strenght)/Levels/Brightness, Contrast/photofilter and so on.
