I suppose that maybe it's a template for a web host's site? Even so I think you're right that this probably should be in one of the more appropriate forums.
However, my question to the OP is how can you call yourself a web designer if you're looking to use a template? Isn't that what automated CMS/sitebuilder type systems are for (i.e. cut out the "designer" and use a template which someone else did... then anyone without technical knowledge can just type away with their content etc.)?
IMHO someone who does web design should be designing their own template(s) - otherwise I'd be a bit upset as a client paying for a design service when I find out that my site is actually like 1000 others...?
Just an opinion - you don't have to agree with it
Edit: Oh, but of course getting design inspiration from templates isn't necessarily a bad deal - but you should aim to create something unique incorporating ideas prompted by viewing various templates which appear to work well.
