The biggest thing to keep in mind are your visitors... there should be a reason for everything you add to your page. This is part of the Web 2.0 concept. If there isnt a reason for something to be there.. then it shouldn't be there! Remember that your visitors will most likely not see the site the same way you do, as a designer. They are there for a reason and your job as a designer is give them what they want in the simplest and cleanest way possible. If your visitors can't find what they need in a reasonable amount of time and with minimal fuss... they will leave and probably never return.
There are a lot of individual things to consider (style, structure, code, etc..) but to me it all comes down to making your visitors happy... Some of the more specific stuff that I always try to consider is compatibility, usability, accessibility, and common sense! lol
