how to design a friendly content web page ?

i got a project 2 redesign a website. now i'm already done the content web page with photoshop. but also i got a question. i had make all the function stuffs(type size, print, email, rss and widgets) in a little box ,like newsweek , guardian and so on .

but there were some think: people use the stuffs only after read the article else the type size . so u should put the function stuffs behind the article.
i'm not agree with them . just want 2 find a better way 2 bring friendly web pages 2 the user !
