I'm a developer and I have the backend covered.
Anyone have suggestions on finding a good html/css layout and graphic designer?
What are some key skills I should look for and how much does it usually cost for 2-3 pages?
Any referrals?

have you tried looking at www.oswd.com and seeing if you can modify any of those to your liking? can save yourself money as its all free : )
