as web development,web designing and web marketing are the streams of web are changing. so many software are there like photoshop,dreamweavor, flash,HTML,CSS. scripting language like javascript,VBscript,Ajax, ASP, Perl, CGI and new one in server side is Ruby on Rails. with new technologies like css web designing scenario completly changing. now old table layout are getting replaced by css, PHP geting replaced by Ruby on Rails.. etc. in this context what web designer supposed to learn to become good one.

Server side scripting is Developer territory predominately.

Generally speaking, programmers make poor designers because a logical mind is rarely creative from an artistic point of view, and vice versa. Really good creative designers tend to struggle with the logical processes of programming.

There are of course people who are perfectly capable of both but tend to be around average at any of them and it is a sliding scale in both directions.

The "jack of all trades" designers usually turn out mediocre designs built on inefficient code snippets downloaded from here and there and jammed into service.

Yes I agree. but you could see in recruitment sites so many web designing vacancies postings requires Programming + designing skills.

I have to agree with the above points. I personally know how to work most open-source content management systems. Being flexible can give your future clients a better experience, and will diversify your work fields, so you can get more jobs. I think essentials are XTHML, CSS, and Photoshop skills. It's also good to have some working knowledge of PHP and Javascript if you're doing dynamic things.

I would improve your english first, not trying to be harsh or mean, but you will have a hard time getting clients :/

It all depends on your goals as a designer. Do you want to just be a "graphics guy" you can do that. If you want to do complete start to finish jobs for businesses then you should have experience with html css and a graphics suite and also how to set up the websites. If you wish just to code that can work too. Basically, it comes down to if you want a business where you are doing complete websites for small businesses then you should know a bit of everything. If not, specialize in what you want. For example if a client of mine wanted something done in flash, I would go to a forum and contact someone who seems reputable to do the flash portion as I do not know flash. You could do just jobs like that in whatever you are skilled at.
