Im looking to setup a website that would work like an image search through google. Basically i will load pictures on the site, and the pictures will have tags so they can be searchable. on the fronty page there will ba asearch bar and after you enter the "tag" youll get a visual list of the pictures that match that tag. i use dreamweaver cs3 and i just dont know what services would help me setup a visual search page like this.

Realise that but there isn't much to give real advice on in the first post. Using DW CS3 ain't a lot to go on.

so for example;
Do you have hosting? and if so what does it support? .net, asp, php, coldfusion etc
existing database server? MS SQL, MySql, Oracle, DB2, Postgre etc.

for example Gallery or Coppermine can both do that and you will need PHP and MySql with GD or ImageMagick on the server.

Oh ok, im sorry, so I am hosting the site through go-daddy's services (the free ones, I'm not partial to them though for hosting.)....I have never used any web programming before, I've only done design and basic html....So I am guessing I will have to learn a whole new technique to pull off this idea? lol

Yep. And a better hosting setup.
Free services rarely have server side code or databases available, and they certainly won't have the data transfer or storage space that image hosting uses.

BTW. If you are planning this as a potential revenue generating idea, you will have your work cut out for you.
There are a LOT about that are already well established.
