It's basically a comment system with a star(or other type) rating:

Probably needs a little extra security, but otherwise very basic system that you can build on.
You can add to this a star rating system based on jQuery or other.
I think you'd have more control that way. If you buy pre-made, you'll have to modify it more than likely.
