what i mean is,the database section is not my problem.I want to just design the interface. And the design has to be in css.But I only know photoshop, and dreamweaver. So if I design the page in pshop, then optimise it and then work with the images I created in dreamweaver, will it be ok?

If you're planning on making websites, you should know CSS. It's just a necessity for any webmaster. Sure, dreamweaver can help you make things go smoother, but when it gets down to it, you need to know it.

You should also slice large images before you put them on a website...

EDIT: Well if you create a layout in photoshop slice it and then open the .html file in dreamweaver you will have a site already. All you need to do is create th text areas, otherwise you can upload the index.html file that dreamweaver or gives you.
Heres how it works:
1. Create a photoshop design.
2. Use the slice tool and slice out images like navigation buttons, text areas, etc..
3. Go to File>Save For Web> Save > (when it asks you where to save make sure in the file format you choose save images and html file).
4. Once you done it will give you a coded html file which you can upload to a hosting site. (BUT: All you will have is an image)
5. Open the html file that photoshop gives you in dreamweaver, you will see your design then click on the slice that you made for content (text area) and click delete.
6. Click on create new div tag, choose the size of your content area, choose the color and click done.
7. Then you can add text to that area.
8. You created a website!! Feel free to upload to any hosting and editing in dreamweaver or in hosting editor.
If you have any more questions feel free to pm

That is right, if you slice it... "save as website" and then import everything into Dreamweaver it should be done for you. Remember to leave text out of your photoshop document. If you add it in the website editor search engines will pick up on it easier. Less images is always better.

Hey, you definitely found a creative way to attract eyes.
Photoshop is not good for HTML. If you're a newbie, try using Dreamweaver's Table / Cells, or you can ask for help. That's where I come in.
I'll be very happy to give you a hand.
