Friend of mine has a logo and wishes to create a business card, how does one go about making a business card?

Upload your image and they mail it right to you. Very affordable.

Yes but you will still have to lay out the text and also what happens if you wish to use your logo or an image as the background and you have to layer your text onto it?

Use http://www.123print.com/Business-Cards to make business cards. It takes you through adding a logo or uploading an image, step by step. Super easy.

You could design it in photoshop first maybe?

Sorry, when I said "image" I was referring to a completed business card image with all text. logo, etc laid out.

You could lay this out with PS as MofoDog said or with a free graphic program like:
Gimp: http://www.gimp.org/
Inkscape: http://www.inkscape.org/

You could also consider someone else to do this for you, I've worked with this guys before and they're pretty neat.
